Waukegan is the county seat, and that single fact creates a business mix no other town in Lake County has. The Lake County Courthouse and Administration Building sits at 18 North County Street, and the Criminal Court Tower and the 19th Judicial Circuit are a short walk away at 301 Washington Street. Around those buildings sit the businesses that exist because the courts do: attorneys, bail bond agents, court reporters, process servers, interpreters, and the copy shops that serve all of them. In Gurnee or Libertyville that category is thin. Here it is a permanent local search market with a weekday rhythm, and the businesses in it are competing against each other rather than against a national chain.

The language picture is the other structural fact. Of Waukegan residents, 57.9% are Hispanic or Latino, 47.1% speak Spanish at home, 23.2% speak English less than very well, and 31.0% were born outside the United States. Those figures come from CMAP's community snapshot built on the 2020 to 2024 American Community Survey. How Waukegan searches
