A village that was designed not to have a downtown

Green Oaks incorporated in 1960 as the Village of Oak Grove, and the village's own history page is unusually direct about why. It was created as a municipal barrier to intense urban and industrial expansion, zoned in one-, two-, and five-acre residential lots, with strict standards over environmentally sensitive lands. Its first board president described the goal as avoiding shanty towns. Sixty-six years later the plan has held: 4,128 residents across 3.99 square miles of land, roughly 1,026 people per square mile, and no traditional retail street anywhere inside the village.

What commerce exists sits in two places. The first is an office and light-industrial park on Ashley Circle, Petronella Drive, and Business Center Drive at the south end, whose tenants in the village's own business directory are property management, marketing, investment, online retail, and small manufacturing firms. The second is three restaurants on Rockland Road: a Dunkin' at 14010, Post Time Sports Bar and Grille at 13860, and Rita's Restaurant at 13744. Those three are the entire Restaurant and Bar category in the village directory. There is no grocery anchor, no shopping center, and no big-box retail inside the village limits.

That same directory is the clearest evidence of the address problem here. Several listings on the office-park streets carry Lake Forest, Illinois 60045 addresses, because the park straddles the Green Oaks and Lake Forest boundary and the village lists businesses on both sides of it. The village's primary zip code is 60048, which is Libertyville's. So a Green Oaks business writes down its address and the address names a different town. That is why a business here can do everything right and still be read by Google, by the directory aggregators, and by its own customers as a Libertyville or Lake Forest company.

Green Oaks buys most of its municipal services from its neighbors. There is no village police department, and the village lists the Lake County Sheriff's Office as its police contact. Fire and rescue come from the Libertyville Fire Protection District, which has contracted with the Village of Libertyville since 1940. Children go to Oak Grove District 68, Rondout District 72, and Libertyville High School in District 128. Residents here already think in a radius that crosses village lines every day, and a business that draws its service area at the village boundary is drawing it far smaller than its own customers do.

We are not going to put a search volume number on this page, because nobody publishes credible query data for a village of 4,128 people and we have not measured one ourselves. What can be said honestly comes from the village's own structure. The economic-development mechanism here is a TIF district, with a base equalized assessed value set in 2014 at just under $35 million and a projected end by 2037. There is no downtown organization, no main street program, and no festival calendar pulling shoppers past your door. Nobody in Green Oaks is marketing your business on your behalf, which puts the whole discovery job on your site and your Google profile.

  • The village name is a weak search term and the surrounding names are strong ones. Green Oaks is bordered by Libertyville on two sides, Waukegan and North Chicago to the north, Lake Bluff and Knollwood to the east, and Mettawa and Lake Forest to the south.
